Guidelines for conducting budget impact analysis in the context of health technology assessments

Abstract. The aim of the research is to analyse the European good practices for the application of Budget Impact Analysis (BIA) and to develop guidelines for the application of the analysis in Bulgaria, as an integral part of health technologies assessment (HTA). An analysis and synthesis of literature data related to good practice guidelines for conducting BIA in the context of health technology assessment in European countries was performed. Guidelines for conducting BIA in the context of HTA concern not only the design of the analytical framework of the analysis, but also the choice of input data sources in the model and the format of reporting the results. The selection of appropriate inputs should be tailored to the payers‘ perspective. The utility of BIA is strongly influenced by the quality, accuracy and applicability of the data used. In order to present credible BIA results, it is necessary to use credible sources. The manner, in which results are reported, is important to achieve consistency and transparency of BIA processes. The recommended BIA reporting format is presented.
