Abstract. Primary care is recognized as the foundation of sustainable health systems, with evidence pointing to its key role in improving health outcomes, health system efficiency, and health equity. The ultimate efficiency of a national health system depends on the level and quality of outpatient care. It is an essential factor for a more rational use of resources and for overcoming the disproportionately high costs of hospital care. The lack of system integrity is a major reason for the low efficiency and quality of outpatient medical care. This necessitates a complete reassessment of its place and priority role in healthcare.
