Valuation of medical activities by means of weighting coefficients

Abstract. The budget of the National Health Insurance Fund is constantly increasing, but dissatisfaction with the remuneration of medical professionals is growing significantly. The purpose of this development is to present one of the possible ways to develop a system for determining an optimally balanced ratio between the value of medical activities and the relevant remuneration of doctors. The methodology for valuing the activities by means of weighting coefficients, proposed by a working group of the Bulgarian Medical Union, was examined. A documentary and comparative method was used. Numerical expressions of measurable criteria for determining the weight of each individual diagnostic or treatment activity were defined. The input work was graded by means of indicators and the ratio of separate activities referring to a conditionally accepted unit „overview“ was determined. Conclusion: The methodology could serve to value medical labor without taking into account other direct and indirect costs, which will reduce the tension between separate specialists, stimulate doctors to improve their qualifications and help improve the quality of health services.
